The District utilizes Case Management/Electronic Case Files (CM/ECF) for filing, a system that was developed by the Judiciary. For attorneys, it is an electronic intake counter and service agent. For the public, it facilitates research of court records via PACER. It is important to become familiar with both systems.
CM/ECF requires admission to the U.S. District Court for the District of Oregon. New admittees are registered to use CM/ECF as part of the admissions process. Attorneys that were admitted to practice in the Court but do not have a CM/ECF account because their admission was prior to the indroduction of CM/ECF may register by completing the online CM/ECF Registration Form.
Individuals who are representing themselves in active cases before the Court may apply to become registered users of CM/ECF for the purpose of accessing the records and filings in their cases.

PACER also requires registration, but any member of the public may sign up for a PACER account by visiting PACER. Electronic access to written opinions, defined as "any document issued by a judge or judges of the court, sitting in that capacity, that sets forth a reasoned explanation for a court's decision," are free of charge.
