PACER Request

All admissions are handled through PACER and require an upgraded PACER account. Information about how to upgrade a PACER account is available on the PACER website.

Navigate to pacer.uscourts.gov, then click Manage My Account at the top right corner of the screen and log in.

Select the Maintenance tab and click Attorney Admissions/E-File Registration.

On the next screen, under "In what court do you want to practice," select "U.S. District Courts" for Court Type, and "Oregon District Court – NextGen" for Court. Click Next.

Under "What would you like to apply/register for?" click Attorney Admissions and E-File.

Note: General admission includes includes Bankruptcy Pro Bono Panel members and recipients of the FBA Pro Bono Scholarship.

Attorney Bar Information

Federal Bar Information: Members of other federal bars may check the box and use the Add button to add bar information for each federal bar of which they are a member.

State Bar Information: A requirement of admission to the bar for the U.S. District Court for the District of Oregon is membership in the Oregon State Bar. Click the box and use the Add button to add Oregon State Bar information. Applicants who are members of other state bars may also add those here.

Sponsoring Attorney: The sponsoring attorney must be an active member of this Court's bar, which should be selected under the Jurisdiction dropdown. Only one sponsoring attorney is required.

Attorney Information: Complete the required fields.

Note regarding the Fee Acknowledgement: LR 83-1(c) specifies that the fee is an application fee, and therefore will be due whether or not the attorney is ultimately admitted.

Admissions Documents

Combine the following documents into a single PDF file and upload it to PACER.

Required:

  • "Order Granting Request for Waiver and Reimbursement of Attorney Admission Fee," signed by a U.S. Bankruptcy Court judge for applicants seeking admission to the Bankruptcy Pro Bono Program. (Contact the District of Oregon Bankruptcy Court or Legal Aid Services of Oregon for more information.)
  • An approved FBA Pro Bono Scholarship Program Application for applicants seeking admission under that program.

Bankruptcy Pro Bono Panel: Type Y if seeking admission to the panel. Be sure to attach the bankruptcy court order. Otherwise, type N.

Delivery Method and Formatting:  Enter and confirm the e-mail address to which Notices of Electronic Filing (NEFs) should be delivered.

For Email Frequency, select delivery per filing or daily summary report.

For Email Format, select "HTML."

Payment Information (optional): A credit card may be saved to PACER to pay for search fees, filing fees, and admission fees.

To bypass the screen (without saving default payment information) click Next.

Acknowledgment of Requirements and Procedures:

Review the Attorney E-Filing Terms and Conditions and the Local Court Policies and Procedures, check the boxes, then click Submit.

Paying the Application Fee

The applicant will receive an e-mail notifying the applicant that the application fee is due. The fee must be paid before the applicant will be admitted.

The fee must be paid by all applicants, regardless of whether the applicant is found to meet the admissions requirements.

Follow the instructions in the e-mail to pay the admissions fee through PACER. Step-by-step instructions are also available at ord.uscourts.gov/admissionsfee. Bankruptcy Pro Bono Panel members and recipients of the FBA Pro Bono Scholarship will be contacted by the Court regarding fee payment.

After the required documents are submitted and the fee is paid, the system will send an automated e-mail message notifying the applicant of their admission status. The applicant's CM/ECF account is activated upon admission. A paper admission certificate will be mailed to the applicant within a month. Note: there will not be any other notice of admission other than the automated e-mail message.

Introduction

To apply for admission pro hac vice, attorneys must file a Motion for Leave to Appear Pro Hac Vice in the case in which they wish to appear and pay the requisite fee. NOTE: To ensure correct CM/ECF registration, local counsel is NOT to file the motion. See LR 83-3(a)(4).

The procedure varies depending on whether the attorney has appeared pro hac vice in the District of Oregon previously.

The attorney has been previously admitted pro hac vice to the District of Oregon and has already linked his or her PACER and CM/ECF accounts…

File a Motion for Leave to Appear Pro Hac Vice in the case in which the attorney wishes to appear. After the judge rules on the motion, a Notice of Electronic Filing (NEF) with the ruling will be delivered to all parties.

The attorney has never been admitted pro hac vice to Oregon or the attorney has NOT linked his or her PACER and CM/ECF accounts …

IMPORTANT! The attorney seeking pro hac vice admission must request e-filing privileges via PACER before filing the motion in ECF if he or she has not previously filed in the District of Oregon (local counsel should not file the motion). See LR 83-3(a)(4).

After the Court activates the attorney's CM/ECF user account, the attorney will receive a message from the Court via PACER that may be found by clicking E-File Registration/Maintenance History in the Maintenance tab under My Account.

The attorney may then open ecf.ord.uscourts.gov, log in, and file the motion to appear pro hac vice ( Form Motion for Leave to Appear Pro Hac Vice.pdf ).

Introduction

Admission of government attorneys to practice in the District of Oregon is governed by LR 83-4, which provides that attorneys who represent the United States, Indian treaty tribes, a state, or any agency of these sovereigns may appear in a case without having to comply with the requirements of LR 83-1(c) (fee payment) and LR 83-2 (membership in OSB). In addition, government attorneys are not required to attend an admissions ceremony or take the Oath of Admission.

PACER Request

To apply for admission as a government attorney, attorneys must complete the Attorney Admissions/E-file Request on the PACER website.

Attorneys Who Leave Government Service

Government attorney admission under LR 83-4 terminates when the attorney leaves government service. All government attorneys are required to notify the Clerk's Office if they leave government service.

Local Rule 83-6(d) details requirements for reinstatement to the bar of this Court following Oregon State Bar disciplinary action or return to active status. To apply for reinstatement an attorney must submit:

Applying for reinstatement may be done in an attorney's admissions case or using PACER, depending on the circumstances. Refer to the table below to determine the appropriate method for you to file for reinstatement.

File an Application for General Admission and your supporting documentation in the case in which you were admitted or in which the Order to Show Cause and Order of Reciprocal Discipline was issued by the Court. Use the event Application for Reinstatement, located in the Civil menu under Attorney Admissions. You will be prompted to pay the admissions fee during filing. Results of your application will be delivered via NEF.

Submit a Request for General Admission via PACER, following the Instructions for General Admission. Combine your application for admission with your supporting documentation from the Oregon State Bar into a single PDF document to upload. Results of your application will be delivered via e-mail.

You were admitted before 2013 and resigned after January 21, 2020…

Please contact the admissions clerk for assistance in unlinking your PACER and CM/ECF accounts so that you may re-apply for general admission via PACER. Results of your application will be delivered via e-mail.

Paying the Admissions Fee

Paying the Admissions Fee

Applicants to the bar of the U.S. District Court for the District of Oregon are required to pay an application fee before they may be admitted. After submitting a request for admission via PACER, applicants will receive a message from the admissions clerk with a link to pay the admissions fee.

On receiving the notice, applicants should click the link or browse to: ecf.ord.uscourts.gov/n/baradmission/pages/barAdmission.jsf to access the Bar Admission fee utility in ECF. Applicants will be prompted to log in with PACER.

Do not use this link to pay an admissions fee unless you are applying for admission and have been instructed to do so by the admissions clerk. If you have questions about your admissions status, contact the court.

Applicants are to click the Pay Fee button and follow the steps on the next screens. A confirmation page will display with the receipt number after the transaction is finalized.

Troubleshooting

If CM/ECF returns an error message, please follow the steps below:

  1. Clear browser cookies and cache.
  2. Close all browser tabs and windows.
  3. Launch a new browser window.
  4. Launch the fee payment screen by clicking https://ecf.ord.uscourts.gov/n/baradmission/pages/barAdmission.jsf.
  5. At the log in prompt, ensure there is no client code in the client code field.

If these troubleshooting steps do not work, please contact the court.

Certificates of Good Standing and Duplicate Certificates

Admitted attorneys are to follow these procedures to request a Certificate of Good Standing or a duplicate Certificate of Admission for the bar of the U.S. District Court for the District of Oregon.  Requests are to be electronically filed in CM/ECF and the fee is to be paid via Pay.gov.  (See also the Court's Schedule of Fees and Local Rules 83-1 and 83-5.)

Note: Attorneys requesting a duplicate certificate of admission must state the reason a duplicate is required and also certify that they are no longer in possession of the original.

3 Electronically file the request using the "Applicaton for Certificate of Good Standing/Duplicate Certificate of Admission" attorney admissions event from the Admissions and Reinstatement Applications list, which is located under under the Civil menu:

Note: If you use the incorrect event, the entry will not be appropriately restricted.

4 File the request in case number 3:YY-ad-9000, where "YY" is the current year.

After your request is verified and processed, a CM/ECF "Notice of Electronic Filing" informing you that the Certificate has been issued will be sent to your e-mail address and by regular mail, unless you select the option to pick up the Certificate at the Clerk's Office Intake counter.

  • You are an attorney who has been admitted to the bar of the U.S. District Court of the District of Oregon, but you have not filed electronically since before January 21, 2020. 
  • You are a self-represented party who has been granted access to e-file in one or more of your cases. 
  • You are a member of the media and would like to register for a media noticing account.

Navigate to pacer.uscourts.gov. Mouse over the Manage Your Account panel under What can we help you accomplish? and click on Manage My Account Login. Click the Log in to Manage My Account button and log in with your upgraded PACER credentials.

Click on the Maintenance tab.

  • Attorney Filers: click the Attorney Admissions/E-File Registration link.
  • Self-Represented Party Filers: click the Non-Attorney E-File Registration link.
  • Media Noticing Account: click the Non-Attorney E-File Registration link. IMPORTANT: Type MEDIA or MEDIA ACCOUNT in the Firm/Office Field.

Select District for Court Type and Oregon District Court for Court. Click Next.

Click the E-File Registration Only button and follow the instructions. The request will be sent to the District of of Oregon, where generally it will be processed in under 24 hours. You may check the status of your request in PACER by clicking the Check E-File Status link under the Maintenance tab.
