Introduction

To apply for admission pro hac vice, attorneys must file a Motion for Leave to Appear Pro Hac Vice in the case in which they wish to appear and pay the requisite fee. NOTE: To ensure correct CM/ECF registration, local counsel is NOT to file the motion. See LR 83-3(a)(4).

The procedure varies depending on whether the attorney has appeared pro hac vice in the District of Oregon previously.

If…

Then…

The attorney has been previously admitted pro hac vice to the District of Oregon and has already linked his or her PACER and CM/ECF accounts…

File a Motion for Leave to Appear Pro Hac Vice in the case in which the attorney wishes to appear. After the judge rules on the motion, a Notice of Electronic Filing (NEF) with the ruling will be delivered to all parties.

The attorney has never been admitted pro hac vice to Oregon or the attorney has NOT linked his or her PACER and CM/ECF accounts …

IMPORTANT! The attorney seeking pro hac vice admission must request e-filing privileges via PACER before filing the motion in ECF if he or she has not previously filed in the District of Oregon (local counsel should not file the motion). See LR 83-3(a)(4).

Instructions for requesting pro hac vice CM/ECF E-Filing privileges via PACER

Navigate to pacer.uscourts.gov, then click on Manage My Account at the top right corner of the screen and log in.

Select the Maintenance tab and click on the Attorney Admissions/E-File Registration link.

On the next screen, under "In what court do you want to practice," select "U.S. District Courts" for Court Type and "Oregon District Court – NextGen" for Court. Click Next.

Under "What would you like to apply/register for?" click Pro Hac Vice.

Attorney Bar Information

Federal Bar Information: Members of other federal bars may check the box and use the Add button to add bar information for each federal bar of which they are a member.

State Bar Information: Applicants must list each state bar to which they are admitted.

Be sure to include the relevant case number in the Pro Hac Vice Case Number field or your request will be rejected.

Delivery Method and Formatting: Enter and confirm the e-mail address to which NEFs should be delivered.

For Email Frequency, select delivery per filing or daily summary report.

For Email Format, select "HTML"

Payment Information (optional): A credit card may be saved to PACER to pay for search fees, filing fees, and admissions fees.

To bypass the screen (without saving default payment information), click Next.

Acknowledgment of Requirements and Procedures: Review the Attorney E-Filing Terms and Conditions and the Local Court Policies and Procedures, check the boxes, then click Submit.

After the Court activates the attorney's CM/ECF user account, the attorney will receive a message from the Court via PACER that may be found by clicking E-File Registration/Maintenance History in the Maintenance tab under My Account.

The attorney may then open ecf.ord.uscourts.gov, log in, and file the motion to appear pro hac vice. ( Form Motion for Leave to Appear Pro Hac Vice.pdf )
